Foreign Office Intelligence Department WW1 Pair with MiD emblem - A Spy perhaps?

WW1 pair correctly impressed to W.J. Scott:
a) British War Medal, 1914 - 1918 (W.J. Scott.)
b) Allied Victory Medal, 1914 - 1919 (W.J. Scott.) with Mentioned in Despatches oakleaf emblem.

SCOTT, William Jack: Born November 14, 1884.
Served in the Army, August 1914, to July, 1916.
Temporarily employed as an Office-keeper in the Foreign Office from July, 1916, and granted a Civil Service Certificate for that post, May 4, 1923.
Source: Foreign Office Directory (Classified) "Statement of Service" 1928, page 395 (photocopy included with lot). According to the collector I bought these medals from nothing is permitted other than the above on this recipient...its still classified (in early 1990s). Was he a spy? Medals NEF although original victory medal ribbon is very worn.

Interesting medals worthy of further research!
